Heat pumps in Ibiza by municipality: IBI and ICIO tax rebates

In short

As of October 2026, no municipality in Ibiza or Formentera reduces IBI or ICIO for heat pumps: all current bylaws cover solar energy only. Santa Eulària is processing a change that would include them from 2027.

None of these rebates includes heat pumps today. The solar part of an installation may qualify if it meets each bylaw's conditions.

Why are heat pumps not rewarded if the law allows it?

Since 22 March 2026, the local finance law allows rebates for installations that use ambient energy, such as heat pumps. But each town council has to include it in its bylaw. Santa Eulària des Riu provisionally approved an IBI change in September 2026; the others had not as of the review date.

Which grants apply in every municipality?

CAE and income tax deductions are national schemes: they apply across the island. They are explained on heat pump grants.

Frequently asked questions

Which Ibiza municipality offers a rebate for heat pumps?

None, under the bylaws in force on 18 October 2026: they all reward solar energy only. Santa Eulària is processing an IBI change that would include it from 2027.

Why do rebates differ between municipalities?

Each town council decides in its tax bylaw whether to offer a rebate, how much and on what conditions, within the limits of the local finance law.

Where do I apply for the IBI rebate?

It depends on the municipality: at the town hall, its citizen service office or the ATIB. Each municipality page says so when the bylaw or the council does.

Can I combine the local rebate with other grants?

Local rebates are local taxes; CAE and income tax deductions are separate. Some bylaws cap combined rebates or require the installation not to be compulsory.
