Heat pumps in Eivissa: tax rebates, grants and service

In short

Today Eivissa Town Council only reduces IBI and ICIO for solar energy, not for heat pumps. For a heat pump, the active routes are CAE and income tax deductions; if you add solar panels, that part may qualify.

Does Eivissa reduce IBI or ICIO for heat pumps?

Not today. The rebates offered by Eivissa Town Council are for systems that use solar energy. None of them mentions heat pumps or ambient energy.

TaxCurrent rebateIncludes heat pumps?
IBI (property tax)40% of the tax for homes, for the 5 years after installation (art. 3.4).No
ICIO (building tax)95% of the part of the work that corresponds to the solar system (art. 7.1.1).No

What conditions does the solar rebate set?

  • It is requested in the first quarter of each year and is not retroactive.
  • The text requires the installation to provide both heat and electricity.
  • It is not granted if the installation is compulsory under building rules.
  • It must be certified by a qualified technician; solar thermal collectors must be approved.
  • The ICIO rebate must be requested in writing with the documents, before the assessment becomes final.

What if I combine a heat pump with solar panels?

It is a common combination: the heat pump uses electricity and the panels cover part of it. The solar part may qualify for the rebate if it meets the conditions above. We help you gather the technical documents.

Could this change soon?

Since 22 March 2026, the local finance law allows town halls to reduce IBI by up to 50% and ICIO by up to 95% for installations that use solar or ambient energy, which includes heat pumps. For this to apply in Eivissa, Eivissa Town Council has to amend its bylaw. As of 18 October 2026 we have found no amendment in progress.

Which other grants are there?

National schemes apply in Eivissa as anywhere else in Spain:

  • Energy Savings Certificates (CAE): if you replace a gas, heating oil, propane or butane boiler. More in CAE for heat pumps.
  • Income tax deductions for work that improves a home's energy efficiency.

Full cards, with status and official source, are on heat pump grants.

Which climate zone is Eivissa in?

The Spanish Building Code (DB HE, annex B) places Balearic sites up to 250 m altitude in zone B3 and higher sites in zone C3. The zone is used to calculate the home's demand; we take it into account at the visit, together with orientation and insulation.

Frequently asked questions

Will I get an IBI rebate in Eivissa for a heat pump?

Not under the current bylaw: the Eivissa rebate is only for solar installations. The law has allowed heat pumps to be included since March 2026, but the bylaw has to be amended.

What if I install a heat pump and solar panels together?

The solar part may qualify if it meets the bylaw's conditions. The heat pump on its own does not qualify today.

Which grants can I claim even without a local rebate?

Energy Savings Certificates (CAE) if you replace a combustion boiler, and income tax deductions for energy efficiency. The grants page explains both.

Do I need a permit for the outdoor unit?

It depends on the work and the location: sometimes a prior notification is enough, sometimes a permit is needed. We check with the town council before starting.
