CAE for heat pumps: get paid for the saving when you replace a boiler

In short

If you replace a combustion boiler with a heat pump, the energy saved can become Energy Savings Certificates (CAE). You transfer the saving to a company and it pays you for it, as agreed between you.

What is a CAE?

An Energy Savings Certificate (Certificado de Ahorro Energético, CAE) is an electronic document certifying that a quantity of energy has been saved (1 kWh per certificate). It is regulated by Royal Decree 36/2023.

Energy suppliers with saving obligations (obligated parties) can meet those obligations by buying savings. So the saving you achieve by replacing your boiler has an economic value.

How does it work, step by step?

  1. You invest in the heat pump. For the system, you are the "owner of the saving".
  2. You sign a CAE agreement with an obligated or delegated party, transferring the saving in exchange for payment.
  3. The documents are gathered from before and after the work.
  4. A verifier accredited by ENAC reviews the file and issues a report.
  5. The obligated or delegated party applies for the CAE to the regional manager (in the Balearics, the Directorate-General for Circular Economy, Energy Transition and Climate Change).
  6. You are paid what was agreed.

Which sheet applies to heat pumps?

RES060, "Replacing a combustion boiler with an electrically driven heat pump".

AspectWhat the sheet says
UnitsAir-to-air, air-to-water, water-to-water, ground-to-water and ground-to-air heat pumps
UsesSpace heating, domestic hot water or both
BuildingsPrivate residential use
Boiler replacedCombustion: natural gas, heating oil, propane or butane
Saving calculationBased on heating and hot water demand, the reference boiler efficiency and the heat pump's SCOP

It does not cover replacing electric heating (radiators or resistance heaters). Related sheets include RES060S for energy poverty and RES090 to RES099 for hybridising a boiler with a heat pump.

Which documents are needed?

  • Registered energy performance certificates from before and after.
  • Invoices for the work.
  • Before-and-after photos.
  • The installer's certificate.
  • Notification of the installation's commissioning.
  • A signed statement on other public grants received.

At Climai Group we prepare the technical part: installer's certificate, unit datasheets and photos of the work.

What is the saving worth?

There is no official market price. The only official figure is the 2026 financial equivalence: €198,624.25 per GWh (€2.31 million per ktoe), set by Order TED/133/2026. It is what obligated parties pay into the National Energy Efficiency Fund when they do not certify savings, not what the owner receives.

What changes in 2026?

Royal Decree-law 7/2026 required multipliers for heat pumps to be approved. MITECO put a proposal out to public consultation (closed on 24 July 2026):

CaseProposed multiplier
House, flat or apartment×2
Block with central heating×3
Block switching from individual boilers to a central heat pump×4
Severely vulnerable consumersExtra ×1.5

Frequently asked questions

How much will I be paid for the CAE?

There is no official price. It depends on the saving that sheet RES060 calculates for your home and the price you agree with the company buying it. Compare offers.

Is €198,624.25/GWh what I will receive?

No. It is the official financial equivalence that obligated companies use to pay into the National Energy Efficiency Fund. What the owner receives is negotiated in each agreement.

Does it apply if I had electric radiators?

Not with sheet RES060, which only covers replacing a combustion boiler: natural gas, heating oil, propane or butane.

Can I apply for the CAE myself?

No. Only obligated and delegated parties can request CAE issuance. You sign a CAE agreement with them.

Should the agreement be signed before the work?

It is best to discuss it beforehand, because the file needs documents from before the work, such as the initial energy certificate and photos of the old system.

Does it apply to second homes?

Sheet RES060 refers to private residential buildings. The specific conditions are set by each agreement and the current sheet.
